Accessibility statement
We are a monopoly utility serving the entire island, including elderly and low-vision residents. This site is built to WCAG 2.2 level AA, and this page says honestly where it meets that and where it does not.
Nobody on St Helena can choose a different electricity, water or wastewater supplier. That makes accessibility an obligation rather than a nice-to-have: if this site is unusable for you, there is nowhere else to go for the same information.
Conformance status
This website is designed to conform to Web Content Accessibility Guidelines (WCAG) 2.2, level AA.
Conformance is verified by automated testing (axe) on every build, plus a manual keyboard and screen-reader pass before each release. The manual test script is published in docs/ACCESSIBILITY.md in our source repository.
What we have done
- Emergency contact numbers appear on every page, in a bar that never collapses behind a menu and is reachable by keyboard as the second element on the page.
- Every page has a skip link, semantic landmarks and a logical heading order.
- All functionality is available from the keyboard, including the mobile menu (Escape closes it and returns focus), the filter controls, and horizontally scrolling tables.
- Focus is always visible: a 3px outline with offset, never removed.
- Status is never conveyed by colour alone. Every status colour is paired with a text label such as "Normal", "Planned" or "Resolved".
- Text contrast meets or exceeds 4.5:1, and user-interface components meet 3:1.
- Motion respects
prefers-reduced-motion: animation is reduced to near-zero duration if your device requests it. - The site works without JavaScript. Content is in the HTML; scripts only enhance filtering and live status updates.
- Text can be resized to 200% and the layout reflows to a single column without loss of content or function.
- Form fields have programmatically associated labels and hints, so guidance is announced by screen readers rather than only shown visually.
Known issues
We publish these rather than wait until they are fixed.
| Issue | Impact | Planned fix |
|---|---|---|
| Some migrated PDFs are not tagged for accessibility | Screen reader users may find older documents hard to navigate | Being re-issued as tagged PDFs; in the meantime we will supply any document in an accessible format on request |
| Tariff figures pending publication | The tariff table shows "Awaiting publication" rather than rates | Resolved when the approved schedule is published |
